  4. That is a very good question. If the ground is above freezing temperature, a lot of snow can fall on it without it cooling off much. I've seen early lake effect snow events that dropped three feet of snow. So even if the ground isn't frozen, the snow will stay for quite a while. But if it's just a few inches the warmer the ground melts the snow, and continues to do so for a long time. In that case

    The ground temperature depends on the air temperature and how much sunlight has hit it. It is rare for the ground to be warmer than the air, but it does happen. Often you get low-lying fog in those situations. It is not unusual for snow to remain for days or even weeks in shaded areas when the air temperature is well above freezing during the afternoons but near or below freezing at night.

    As for snow falling... Contrary to popular belief, it does NOT have to be freezing or below at the surface to snow, since the temperatures are below freezing throughtout most of the atmosphere where the precipitation (snow) formed.

    Normally, the temperature has to be 37 degrees or colder at the onset of the snow starting, in which, the snow will fall, but normally melt on contact with the ground. I say normally because if the snow is falling fast enough it will start to pile up even if the ground is above freezing. As for where we live, under conditions such as evaporative cooling take place can be as warm as the low 40's.Of course, it has to be below freezing up in the clouds, meaning below 32 degrees.

    Now, in very rare instances in very dry places, it has been as warm as 45 degrees with snow in high elevations of the west.
